Question by No it isn’t.: What do you need to open a small rescue organization for dogs?
I want to have my own small dog rescue. I would have a few volunteers who could foster some dogs and I’d foster dogs. I already know about all the investigating I need to do when I find new homes because I worked with a rescue a long time ago. But I want to know have my own. Is there some kind of guidelines I need to follow legally? Do I have to register it? It would all be volunteers.

This is a wonderful venture and will give you a lot of long sleepless nights, but the rewards are worth it.
To begin The one thing you will need to make sure of before your bring dogs in is that you have the adequate space for them and have a means of separating them for quarantine. You do not want to bring dogs in and have one get sick and then infect all the others, so use good judgment in how many you can handle. Make sure you have enough kennels to keep them separated as needed.
In the beginning,m it may be a very good idea to work with another rescue, while you are waiting for your 501c3 to come through. You will need that in order to raise funds for the rescue. Go to the IRS site and enter in “tax exempt status forms.” There you can print off the forms you will need and it will tell you all that you need to be approved.
I am also listing two good sites that I think give a clear idea of what you need to start.
Another thing that some people choose to do while waiting for their tax exempt status and waiting for their kennels to be set up is to foster a few dogs for another rescue. This will help you get your feet wet. Again, just make sure you have the space to separate the dogs should they get sick. Also, each county may have their own guidelines about how many you can take in. Working hand in hand with another rescue has many benefits. You will need to work together once you become established and this will give you a wonderful start at a good relationship.
Also, you can be learning the ropes from this rescue. You will quickly learn what you need just to start and they can also help you find the right supplies.

Edit: You do not have to register, but in order to pull dogs from Animal control you will need to have the 501c3 status. Even if you do not register as a rescue with the ASPCA or some other group, you should get the tax exempt status.
